PHILADELPHIA - An individual is suing two immigration officers with U.S. Citizenship and Immigration Services (USCIS), citing alleged violation of civil rights and violation of federal law.

Anis Rabhi filed a complaint April 10 in the U.S. District Court for the Eastern District of Pennsylvania against Lori Scialabba, acting director of USCIS, and Kathleen Bausman, field office director for USCIS Philadelphia.

Rabhi alleges they wrongly refused to adjudicate plaintiff's citizenship application. Rabhi has been a lawful resident of the U.S. since 1999 and applied for naturalization in 2005, being interviewed in 2011.

According to the complaint, the plaintiff alleges he was damaged from having his application denied. The plaintiff holds Scialabba and Bausman responsible because they allegedly failed to timely adjudicate his citizenship application despite numerous inquiries.

The plaintiff asks the court to find the plaintiff eligible for naturalization, as well as award court costs and any further relief this court grants. He is represented by James J. Orlow of Orlow and Orlow PC in Philadelphia.
