Armstrong Teasdale issued the following announcement on Sept. 17.

Armstrong Teasdale, a law firm with offices across the United States, proudly announces the opening of its Philadelphia, Pennsylvania, office and the addition of a litigation team, including Richard Scheff who will serve as a leader in the eastern region. With attorneys licensed across the country, Armstrong Teasdale serves a wide range of clients. Having a physical presence in Philadelphia will allow the firm to enhance the services provided to existing clients in the region, as well as create opportunities for expansion on the east coast.

In addition to Scheff, Partners Jonathan Boughrum, Katharine Ladd and Carrie Sarhangi Love, and Associates David Herman, Bianca Valcarce and Michael Witsch have joined the firm. The team brings a depth of experience in white collar criminal defense and investigations, with a focus on the financial services, pharmaceutical and health care industries.

“We are excited to have Rich and his team join our litigation practice,” said John Beulick, managing partner at Armstrong Teasdale. “We are thrilled about the opportunity to add such exceptional trial lawyers to the firm and establish a physical location in the east. Rich’s leadership experience will serve him well in guiding our expansion on the east coast, and will enable us to better serve our clients around the world.”

Scheff, an experienced and nationally recognized trial lawyer, will be responsible for executing the strategic growth and vision of the firm as we further expand on the east coast, in addition to managing an active legal practice. Scheff will also serve as a member of Armstrong Teasdale’s Operations Committee. Prior to joining the firm, Scheff was a partner at a mid-Atlantic law firm, for which he served as executive chairman, chairman, vice-chairman and head of the litigation department. He served as a member of the firm’s management committee for 18 years and chaired that committee for seven.

Before entering private practice, he had a distinguished career as chief of the Corruption/Labor Section of the U.S. Attorney’s office for the Eastern District of Pennsylvania. Scheff also was designated as Assistant Secretary of the Treasury for Enforcement by President Clinton, serving as a consultant with authority over the Treasury enforcement agencies. Throughout his career, Scheff has appeared and handled numerous high-stakes matters in courts across the country.

“I’ve known and held the highest respect for attorneys at Armstrong Teasdale for decades,” said Scheff. “I’m excited to help the firm enhance its national footprint, as well as have a new platform to grow and expand my practice globally. The legal market on the east coast and in Philadelphia is strong, and we look forward to serving a new client base.”
