CLARK HILL: Clark Hill Adds Hal Coffey as Member and Raymond Baum as Of Counsel of Real Estate Group in Pittsburgh

Clark Hill issued the following announcement on Jan. 22.

Clark Hill PLC announced the addition of Hal Coffey as a Member and Ray Baumas Of Counsel in its Pittsburgh office, in the Real Estate practice. They join the firm from Blumling & Gusky where Coffey had been an Associate and Baum had been Of Counsel, both in the Real Estate group.

Paul Boehms, Business Unit Director for Clark Hill’s Real Estate practice noted, “Both Hal and Ray bring capabilities to the real estate practice that will provide added depth to the group on a national level. Their combined experience with Low Income Housing Tax Credit (LIHTC) and HUD issues will be a great skillset for our clients across all offices.”

Coffey’s commercial real estate practice includes acquisition, disposition, leasing, financing, land use, and zoning with particular emphasis on retail, affordable housing and office real estate projects. He has extensive experience in LIHTC issues, as well as property tax assessment appeals and title insurance. Coffey is the Immediate Past-President of the Allegheny County Bar Association and is involved with numerous legal and community organizations.

Coffey has a B.A. from Penn State University and a J.D. from the University of Pittsburgh School of Law. He noted that, “Clark Hill will provide both a regional and national platform for my LIHTC and tax assessment practice as well as expanded opportunities for my general commercial real estate practice.”

Baum concentrates on real estate development, operations and transactions, including acquisition, financing, environmental evaluation and remediation, land use regulation, construction, leasing, taxation and management. He assists clients with government assisted housing and economic development, particularly those involving HUD, the Pennsylvania Housing Finance Agency, and redevelopment and housing authorities. Baum has extensive experience in developments employing low income housing tax credits, historic tax credits and funding sources such as the HUD Home Investment Partnership, Community Development Block Grant, and public housing Mixed Finance Programs. He also assists clients with real estate tax issues, abatements, assessment appeals and exemptions before various hearing entities and courts.

Baum received his B. A. from the University of Pittsburgh and his J.D. from the University of Pittsburgh School of Law. “Joining Clark Hill’s real estate practice will greatly enhance the ability to expand my HUD practice to a national level, and provide the opportunity to serve a broader range of clients across my areas of experience,” said Baum.
