Philadelphia-area doctor sues feds over Medicare dispute

PHILADELPHIA — A doctor practicing in Northeast Philadelphia is suing the federal government over her revocation of Medicare billing privileges. 

Lilia Gorovits, M.D., P.C., filed a complaint April 9 in the U.S. District Court for the Eastern District of Pennsylvania against Seema Verman, Administrator for the Centers for Medicare & Medicaid Services, alleging violation of Title XVIII of the Social Security Act and other claims.

Gorovits pled guilty to obstruction in a March 2016 federal investigation into an alleged kickback scheme by a hospice. She alleges that the U.S. Health and Human Services failed to properly notify her that her Medicare billing privileges would be revoked and that she would be barred from reapplying. Gorovits also disputes the effective dates of her retroactive revocation and reenrollment during which time she provided patients services. 

Gorovits seeks a determination of the effective date of the revocation of her  Medicare billing privileges and all other just relief. She is represented by Kevin Raphael and Alexander Owens of Pietragallo Gordon Alfano Bosick & Raspanti LLP in Philadelphia.
