Pittsburgh schools accused of awarding job to company that failed to follow bid specifications

PITTSBURGH — A couple who submitted a bid for remediation work at Pittsburgh City Schools alleged the winning contractor did not follow the district's specifications, according to a complaint filed in March. 

Dennis Jackson, Lori Jackson and American Contracting Enterprises Inc., filed the complaint in April with the Court of Common Pleas of Allegheny County against Pittsburgh City Schools and Gray Waste Management Corporation, according to court documents. Dennis Jackson owns American Contracting Enterprise. 

The plaintiffs allege that they provided the second-lowest bid to Pittsburgh City Schools in response to a bid solicitation published on Nov. 4, 2019, for an "Environmental Abatement Contract," according to the complaint. 

The work included the remediation of asbestos, lead mold and animal excrement work, according to the complaint. They allege that the school district received three bids and that Gray Waste, who was awarded the bid, did not conform to the school district's bid specifications.

The plaintiffs seek monetary relief and all other just relief. They are represented by Templeton Smith of The Law Offices of Templeton Smith in Pittsburgh.
