Steptoe & Johnson PLLC issued the following announcement on Aug. 19.

Edward G. Rice has joined Steptoe & Johnson PLLC. His legal practice covers a wide cross-section of services offered by the firm’s business department including banking and regulatory, financial services, technology, data privacy, and cybersecurity.

Rice previously served in a number of outside and inside legal functions, including Chair of the Financial Services group and Co-Chair of the Privacy and Cybersecurity group at his previous firm, as Chief Legal Officer and General Counsel for Montana-based financial technology provider Zoot Enterprises, Inc., and as past Associate General Counsel for M&T Bank and its multi-state finance company subsidiaries. In these roles, Rice has actively counseled clients on all aspects of financial services delivery in the consumer and retail environment, including consumer lending, vendor relationships, due diligence, e-commerce, payment systems, merchant services, treasury, and retail banking. Rice also counseled other businesses, large and small, on strategic and complex technology matters, privacy (including compliance with CA CCPA and EU GDPR), and cybersecurity programs.

Rice is a contributor to industry publications including The Baltimore Sun, Smart Business – Pittsburgh, the U.S. Banker, and the American Banker on issues related to consumer financial services, banking industry, and cybersecurity. He is a frequent speaker on topics involving privacy, information security, and consumer financial services. Rice earned his law degree from Duquesne University Law School and his Bachelor of Science degree in Industrial Engineering from the Pennsylvania State University.
