Cozen O’Connor is pleased to announce that Suzanne Mayes, co-chair of the firm’s Business Law Department and co-chair of the firm’s Public & Project Finance Group, has been selected as a recipient of City & State PA’s Above & Beyond Awards. This award recognizes exceptional women from Pennsylvania for their accomplishments across various sectors including politics, media, education, nonprofit, and beyond.

Mayes is a nationally known public and project finance attorney. Over 30 years of practice, she has acted as bond counsel to the region’s largest tax-exempt debt issuers and underwriter’s counsel to global investment banks. Her work with public clients — including the Commonwealth Financing Authority, City of Philadelphia, Pennsylvania Turnpike Commission, and elected and appointed government officials at those agencies — has facilitated significant infrastructure and quality of life improvements throughout the region.

Since 2017, Mayes has participated in 140 transactions valued at $13.5 billion aggregate principal amount of bonds. Most recently, she served as bond counsel to the Philadelphia Redevelopment Authority on a $98,560,000 financing for the city’s novel Neighborhood Preservation Initiative and as co-bond counsel on the Pennsylvania Turnpike Commission’s recent issuance of $385,000,000 combined money/refunding Turnpike Revenue Bonds.

Mayes is a tireless advocate for women’s professional advancement, having founded the East Coast’s first public finance organization for women and been president of The Forum of Executive Women.
