Former inmate says he was denied showers during disgusting stint at Curran-Fromhold

PHILADELPHIA — A former Curran-Fromhold Correctional Facility inmate alleges he was denied clean sheets and a shower and was not allowed to leave his cell during his two-month confinement. 

Frank Mills filed a complaint April 15 in the U.S. District Court for the Eastern District of Pennsylvania against the City of Philadelphia doing business as Curran-Fromhold Correctional Facility, Blanche Carney, individually and as commissioner of the Curran-Fromhold Correctional Facility, Michelle Farrell, individually and in her official capacity as Warden of the Curran-Fromhold Correctional Facility and others alleging cruel and unusual punishment. 

Mills was incarcerated at the Curran-Fromhold Correctional Facility from November 2020 through December 2020, according to his complaint. He alleges that for no reason, he was subjected to "barbaric and inhumane treatment" including not being able to leave his cell and not being given a single shower or toothbrush. Mills also alleges he was not allowed to remove trash and food trays, causing leftover food to spoil and smell. 

He claims he was also not allowed to change his sheets, get a clean jumper or receive or make any phone calls. Mills alleges the defendants were aware of his "deplorable treatment" and did nothing about it which caused him to suffer physical and psychological stress. 

Mills seeks monetary relief of more than $75,000, interest, trial by jury and all other just relief. He is represented by David Berlin of Weisberg Law in Morton and Gary Schafkopf of Schafkopf Law in Bala Cynwyd.
