Ballard Spahr Partners William C. Rhodes and Matthew A. White have been named to the "Best of the Bar: Philadelphia's Top Lawyers" by the Philadelphia Business Journal.
The accolade recognizes lawyers in the region who have distinguished themselves as outstanding leaders in law, business, and the community. Mr. Rhodes and Mr. White were selected from hundreds of attorneys based on the significance of their achievements, the scale of their legal results, and their impact on the business community. They will be honored Oct. 20 at the Crystal Tea Room and in a special edition of the Business Journal.
Mr. Rhodes and Mr. White represent significant areas of strength for Ballard Spahr—Finance and Litigation.
An accomplished Public Finance attorney, Mr. Rhodes leads the firm's Education Industry Group and its Municipal Recovery Initiative. He represents clients in the financing of public infrastructure, transportation, project financing, economic development, and public purpose facilities for governments and government authorities. His clients also include educational institutions; health care systems; cultural institutions; and municipal- and investor-owned utilities.
Mr. Rhodes is well-known for his work with distressed municipalities and distressed bond offerings, and he is an active member of the firm’s Distressed Assets and Opportunities Initiative. He recently led the team that served as bond counsel to the Pennsylvania Economic Development Financing Authority in the development and structuring of an innovative new financing program to help distressed local governments.
Mr. White leads the firm’s Commercial Litigation and Dispute Resolution Group, the largest practice in Ballard Spahr’s nationally recognized Litigation Department. Mr. White litigates business disputes, including securities, mergers and acquisitions, commercial real estate, and complex construction cases. He is known for quarterbacking complex litigation matters, directing strategy and tactics, and mentoring more junior attorneys.
Among other matters, Mr. White currently serves as lead counsel representing the Pennsylvania Department of Environmental Protection and Environmental Quality Board in the Commonwealth’s effort to participate in the Regional Greenhouse Gas Initiative. This regulatory program aims to decrease CO2 emissions and co-pollutants from power generators by implementing a “cap and invest” program.
