Anthony W. “Tony” Lepore—who advised governors, cabinet members, and hundreds of legislators during more than two decades as Chief of Staff to Pennsylvania Senate Democrats—has joined the Government Affairs and Public Policy Group at Ballard Spahr.

Mr. Lepore recently concluded 35 years of service with the Pennsylvania Senate, including since 2000 as the longest-serving chief of staff to a caucus leader in the modern legislative era. In his position, Mr. Lepore was involved in all legislative issues considered by the Pennsylvania General Assembly and served as an adviser to Commonwealth officials at the highest levels.

At Ballard Spahr, Mr. Lepore is Senior Adviser in the Government Affairs and Public Policy Group, based in the firm’s Philadelphia office. He works with the Group to advocate for clients in government policy, legislation, and regulation. With attorneys located in important political and commercial centers nationwide, the Group provides advocacy and counsel in Washington, D.C., and state capitals across the country, offering strategic advice and counsel on legislative, political, and regulatory issues.

Mr. Lepore is the latest in a series of recent additions to Ballard Spahr’s growing governmental and political affairs practice. In recent weeks, Maria Tripplaar joined as Of Counsel in the firm’s Washington, D.C., office after years of experience on Capitol Hill, and accomplished political consultant Rachel Doran joined as Government Affairs and Compliance Manager in Philadelphia.

“Tony brings unique experience that will benefit our clients in an intense, high-stakes political and public policy climate,” said Robert J. Clark, Practice Leader of Ballard Spahr’s Government Affairs and Public Policy Group. “His deep knowledge of how the Commonwealth’s government runs, and his relationships with so many stakeholders, are huge assets.”

Mr. Lepore worked with six Pennsylvania governors and their administrations. He served on negotiating teams for most state budgets during his career, gained knowledge of practically every aspect of Pennsylvania government, and worked with thousands of state government officials and employees.

“I’m excited about bringing my knowledge and experience to the Ballard Spahr government relations team, to help clients achieve their goals and meet challenges during a tumultuous time,” Mr. Lepore said. “The team is known for its excellent work in Harrisburg, Washington, D.C., and across the country, and I look forward to contributing my strengths to the effort.”
