York Co. farm sues after town removes hedgerows

HARRISBURG - A federal lawsuit from a York County farm says West Manchester destroyed a massive amount of hedgerows that served as a wildlife boundary.

Codorun Farms, Inc. filed a lawsuit May 24 in Harrisburg federal court against West Manchester Township and several of its officials, alleging violations of its constitutional rights under the Fourth and Fourteenth amendments. 

The case centers around multiple incidents during which township officials allegedly targeted Codorun Farms with arbitrary fines and penalties. The farm claims that these actions were in retaliation for a Right-To-Know Law request it submitted following the unauthorized destruction of hedgerows on its property by township agents.

The complaint details a series of disputes between Codorun Farms and the township, including issues related to illegal dumping on Old Salem Road and the installation of stone pillars on the farm's property. 

Despite historical cooperation from the township in removing debris dumped by third parties, Codorun Farms alleges that this assistance ceased following their legal actions regarding the hedgerows. 

Furthermore, the farm contends that subsequent notices of violation issued by the township were unfounded and part of a deliberate campaign to harass it.
