High-speed chase ends in wreck, lawsuit against State Police

PHILADELPHIA - A man injured as the result of a high-speed chase between state troopers and another driver has filed a lawsuit.

Randolph Quintal filed a lawsuit June 3 in Philadelphia federal court against the Pennsylvania State Police (PSP) and several individuals, including state troopers Christopher Abbott and Jarred Burnett, as well as civilians Christopher Adams and Kristen Phillips. 

The complaint stems from an incident on March 6, 2023, when Quintal was allegedly severely injured in a car crash involving a high-speed police chase.

According to the complaint, troopers Abbott and Burnett were pursuing Adams, who was driving recklessly in a vehicle owned by Phillips. The chase spanned multiple boroughs and ended in Norristown, where Adams allegedly ran a stop sign and collided with Quintal's vehicle. 

The impact also involved the troopers' patrol car, causing Quintal's car to spin uncontrollably, the suit says.

Quintal claims that his injuries were due to the negligent and reckless actions of both the PSP troopers and Adams. He suffered severe injuries including fractures and displacement of surgical hardware in his back, the suit says. 

The lawsuit alleges that the PSP failed to properly train its officers on safe pursuit practices and that both Abbott and Burnett acted with deliberate indifference to public safety.

The plaintiff is seeking compensatory damages exceeding $50,000 for medical expenses, pain and suffering, loss of enjoyment of life, and lost earnings. Additionally, punitive damages are sought against all defendants for their alleged gross negligence.
