Eckert Seamans Mourns Karen O. Moury

Karen O. Moury, a respected member of Eckert Seamans’ Energy, Utilities, and Telecommunications Group, passed away on Friday, March 14, 2025.

“We are devastated by this sudden loss,” said firm CEO Scott D. Cessar. “Karen was a dear friend and a talented colleague. We will come together to support both Karen’s family as well as each other, especially in our Harrisburg office where she practiced, as we mourn her passing.”

Ms. Moury is survived by her sons, Sean and Clint, and her former husband, Kevin.

During her exceptional 40-plus year legal career, Ms. Moury established herself as an authority in public utility, energy, and administrative law. She joined Eckert Seamans in 2014, where she represented clients before the Pennsylvania Public Utility Commission, various government agencies in the Commonwealth, regulatory utility commissions in other states, and in appellate courts.

Her practice encompassed a wide range of matters including applications, consumer complaints, investigations, enforcement actions, smart meter deployment, regulatory compliance, and utility rate proceedings. Notably, she secured experimental services authority from the PUC that enabled a transportation network company to legally provide ridesharing services throughout Pennsylvania before statewide legislation was enacted. Ms. Moury also represented electric suppliers in high-profile litigation initiated by the Pennsylvania Office of Attorney General, Office of Consumer Advocate, and PUC’s Bureau of Investigation and Enforcement.

Before entering private practice, Ms. Moury accumulated over 30 years of state government and administrative law experience, including 16 years in executive and management-level positions. Immediately prior to joining Eckert Seamans, she served as director of regulatory operations for the PUC, overseeing the day-to-day operations and administration of seven bureaus performing legal, technical, and policy functions across all PUC-regulated industries—electricity, natural gas, water, telecommunications, and transportation. She also led the Office of Competitive Market Oversight.

During her time with the PUC, Ms. Moury held positions of deputy chief counsel and assistant counsel in the law bureau, providing legal advice on various public utility matters and representing the commission before state and federal courts. Between positions at the PUC, she worked for the Office of Small Business Advocate, representing the interests of small business customers in rate, restructuring, and other proceedings before administrative law judges at the commission.

Her career with the Commonwealth of Pennsylvania began in the Department of State, where she served as counsel to several licensing boards within the Bureau of Professional and Occupational Affairs. Ms. Moury graduated from the Commonwealth’s Leadership Development Institute and participated in numerous international delegations on behalf of the PUC.

Active in the legal profession, Ms. Moury was a frequent lecturer at the Pennsylvania Bar Institute and an active member of the Pennsylvania Bar Association and Public Utility Law Section. She earned her J.D. in 1982 from The Dickinson School of Law of The Pennsylvania State University and completed her undergraduate degree at Thiel College in 1979.

Ms. Moury’s thoughtful work, both in ways big and small, improved the lives of countless Pennsylvanians. She will be deeply missed by her colleagues, clients, and the Pennsylvania legal community.

A memorial service will be held on May 24, 2025 at 10:30 a.m., at Banquet & Event Center, 1946 Mercer Grove City Rd., Grove City, PA 16127.  In lieu of flowers, memorial contributions can be made to the American Cancer Society.
