David Zambito, Chair of Cozen O’Connor’s Utility & Energy Practice, has been named to the Central Penn Business Journal 2025 Power List for Law. This list recognizes those who shape the communities of Central Pennsylvania and improve the quality of life through their legal work. This is Zambito’s second year being named to the list.
Zambito has been the Office Managing Partner of Cozen O’Connor’s Harrisburg office for 13 years. He also serves on the firm’s board of directors. In the past year, he represented a major public utility in obtaining regulatory approvals for acquiring water and wastewater systems, supported PJM Interconnection in the site control reviews of generation developer interconnection applications, and assisted an apartment complex owner in contesting PA Public Utility Commission jurisdiction over landlords as gas pipeline operators.
Zambito focuses his work on regulatory, commercial, and development issues involving utilities. He has dedicated his career to defending private enterprise against governmental overreach. He practices before state and federal regulatory agencies, representing clients in the energy (natural gas and electricity), water, wastewater, telecommunications, and transportation industries.
