McNees attorneys will present at the 2025 Pennsylvania State Association of Township Supervisors (PSATS) Annual Educational Conference, held May 4-7 at Hershey Lodge in Hershey, Pennsylvania.

PSATS represents Pennsylvania’s townships of the second class, offering education, advocacy, and resources to support municipal leaders in serving their communities. This annual event brings together township officials, legal professionals, and industry experts from across the Commonwealth.

McNees presenters include Adam Santucci, Phil Petrina, Chris Knarr, Esch McCombie, Jon Andrews, Erika Firestone, Ryan Gonder, and Erica Wible. Session highlights include:

  • Using zoning to address the housing shortage
    Phil Petrina and Chris Knarr will join Andrew S. Notarfrancesco (JEM Group) and Leah Eppinger (Housing Authority of the County of Dauphin) to explore zoning strategies for addressing Pennsylvania’s housing shortage, with a focus on affordable housing solutions.
  • New energy uses and the impact on zoning
    Esch McCombie, Jon Andrews, and Erika Firestone will examine how zoning practices are evolving in response to the digital economy and the growth of AI-driven technologies.
  • Smart debt, strong townships: Municipal borrowing in 2025
    Ryan Gonder and Erica Wible will discuss how townships can use municipal debt strategically to support long-term infrastructure and community growth.
