The Bond Buyer Selects Cozen O’Connor Transaction as P3 Deal of the Year

Cozen O’Connor issued the following announcement on Jan. 5.

Cozen O’Connor is proud to have served as lead bond counsel in the recently announced Bond Buyer 2021 Public-Private Partnership (P3) Financing Deal of the Year. The landmark transaction financed the redevelopment of the 27 service areas located on the New York State Thruway. Our client, the New York Transportation Development Corporation, financed the redevelopment on behalf of Empire State Thruway Partners, by issuing its $270 million Exempt Facility Revenue Bonds, Series 2021 (Tax Exempt) (AMT) (New York State Thruway Service Areas Project).

Entries for the Deal of the Year awards were judged based on a variety of criteria, including “creativity, the ability to pull a complex transaction together under challenging conditions, the ability to serve as a model for other financings, and the public purpose for which a deal’s proceeds were used.”

The Cozen O’Connor team consisted of attorneys Jonathan A. Ballan, Robert Owen Senzer, Christopher W. Compton, and Joseph A. Mascia.
