Cozen O’Connor’s State Attorneys General Group Continues its Buildout, Landing Former Virginia Deputy Attorney General Stephen Cobb

Cozen O’Connor announced former Virginia deputy attorney general Stephen Cobb — who managed the legal services provided to 150 Virginia agencies, departments, boards, and commissions employing some 13,000 workers — has joined its fast-growing and award-winning State Attorneys General Group. A highly accomplished first-chair litigator, Cobb joins the firm as a member and will work out of its Washington, D.C., office.

Leveraging a track record that includes senior-level state and federal government appointments, Cobb returned to private practice in 2019, advising clients on myriad legal issues that accompany government investigations, including those advanced by state attorneys general, congressional committees, and state and federal regulatory agencies. His practice also includes representing clients in complex state and federal investigations and litigation.

“As a practice that maintains close working relationships with state AGs and their staff, we were well aware of Stephen and his standing within this tight-knit community,” said Lori Kalani, co-chair of Cozen O’Connor’s State Attorneys General Group. “As a result, we jumped at the chance to make him part of our organization. In addition to his many legal and political contacts, Stephen brings a results-driven work ethic that I believe our clients will quickly embrace. I’m thrilled he has chosen to join us.”

Cobb’s government background also includes serving as a presidential appointee to the U.S. Department of Commerce from 2015 to 2017, acting as a senior adviser to the undersecretary of commerce for intellectual property and director of the U.S. Patent and Trademark Office.

Outside the office, Cobb has been a fellow at the Joseph Rainey Center for Public Policy since 2019 and was selected to travel to the Republic of Moldova in March 2023 as a Fulbright Specialist to advise on constitutional law. He previously served as an adjunct law professor at his alma mater, William & Mary School of Law and at Antonin Scalia Law School at George Mason University.

Cobb earned his J.D. at William & Mary School of Law and a B.A. in history at the University of Maryland.
