Pittsburgh Water and Sewer Authority accused of Negligence by Homeowners over Blocked Sewage Line

Zeev and Noa L. Blokh, a married couple from Pittsburgh, have filed a lawsuit against the Pittsburgh Water and Sewer Authority (PWSA) alleging negligence in maintaining sewer lines that resulted in financial damages. The complaint was filed on July 17, 2024, in the Court of Common Pleas of Allegheny County, Pennsylvania. The plaintiffs are seeking compensation for costs incurred due to what they claim was a breach of duty by the PWSA.

The Blokhs' legal action stems from issues they encountered shortly after purchasing a property at 4120 Murray Avenue on July 14, 2023. Prior to the purchase, a home inspection revealed various defects but did not include an examination of the plumbing systems because the water service had been turned off. Consequently, the Blokhs hired plumbing contractors to inspect the property's plumbing systems as part of their acquisition process. This inspection included a camera check which uncovered a blockage preventing sewage from flowing into PWSA's main sewer line on Murray Avenue.

After purchasing the property, the Blokhs engaged Sewer-Flow, a subcontractor hired by their general contractor, to address this issue. During excavation work conducted by Sewer-Flow, it was discovered that while there were no breaks or tears in the pipe leading from their property to PWSA's main line, there was material blocking their connection inside PWSA's line. This material was identified as resin liner used by PWSA for repairs or upgrades but had not been properly cut to reconnect with the Blokhs' property.

The complaint asserts that PWSA failed in its duty of care by not ensuring proper reconnection of sewer lines following maintenance work and neglecting necessary inspections. As a result of these alleged oversights, Zeev and Noa Blokh claim they suffered financial damages due to remediation efforts required to rectify conditions caused by PWSA’s actions.

In their lawsuit against Pittsburgh Water and Sewer Authority filed under case number AR-, Zeev and Noa L. Blokh seek judgment for an amount not exceeding statutory limits for arbitration cases within Allegheny County Court along with interest costs plus any other relief deemed appropriate by court authorities.
